Le Conseil d’État formule 15 propositions destinées à mieux définir et circonscrire les états d’urgence, à mieux organiser la puissance publique lorsqu’elle est confrontée à une crise majeure et à améliorer les contrôles politiques et juridictionnels." Mars 2020, il est à nouveau déclenché pour faire face à la pandémie de covid-2019. Ces deux situations dramatiques de natures très différentes ont déclenché un même outil d’exception. L’utilisation de l’état d’urgence sur trois des six dernières années a conduit le Conseil d'État à s’emparer du sujet pour proposer aujourd’hui dans le cadre de la sortie de son étude annuelle 2021, une grille de lecture et d’emploi de ce régime d’exception, avec une série de propositions visant à améliorer l’action publique."

This Special Issue “Applications of Stable Isotopes and Tritium in Hydrology” addresses the current state-of-the-art applications of stable isotopes and tritium in studies of hydrological process and the whole water cycle. The six scientific papers belonging to this SI show a wide variety of isotope applications in various studies performed locally or regionally, but the conclusions obtained may be valid worldwide. Precipitation, groundwater, and surface waters belong to classical water bodies, while evapotranspiration, effects of farming, and drip water in karst caves seldom present applications of water isotopes.

This book investigates various experiences of teaching sexual and reproductive health to adolescents with disabilities. Following the adoption of the UNCRPD, adolescents with disabilities still commonly suffer from widespread violation of their rights particularly concerning sexual and reproductive health – often being viewed as either asexual or hypersexual. Contemporary societies do not readily encourage the participation of these young people in conversations or decision making processes concerning their own sexual and reproductive health. This book delves into such complex issues, critically examining how global communities attempt to teach sexual and reproductive issues to adolescents with disabilities in the modern era. Tafadzwa Rugoho (PhD) is a lecturer at Great Zimbabwe University in the Department of Development Studies, and has authored more than twenty book chapters and several journal papers on disability issues. He is also a guest Lecturer at the University of Pretoria where he teaches Sexuality and Social Media. France Maphosa (PhD) is a Professor of Sociology and Anthropology at the University of Botswana. He has been awarded several research grants including the ORREA Senior Scholars Research Grant, CODESRIA Advanced Research Fellowship Grant and the CODESRIA National Working Group Research Grant.
